1. LESSONS IN LEADERSHIP

Public Safety Cadets are influential by being leaders. Everyday there is a potential to impact others through the power of leadership. This presentation will help the cadet understand leadership concepts and

harness leadership skills to be an influential person in their daily life and in their Public Safety Cadet duties.

Presented by: Keith D. Bushey

Keith Bushey retired from the Los Angeles Police Department as a commander, from the San Bernardino County Sheriff’s Department as a deputy chief, and the United States Marine Corps Reserve as a colonel.

Other law enforcement experience includes having served as a Los Angeles County deputy sheriff, a State of California deputy game warden, and as the Marshal of San Bernardino County. He is an instructor emeritus

for the FBI Law Enforcement Executive Development Association and has lectured and written extensively in the areas of leadership, management, and ethics. His entire eight booklet Leadership Series is in the public

3. PROTECT YOURSELF: POLICE DEFENSIVE MEASURES - ASP, INC

Armament Systems and Procedures’ 90 minute Public Safety Cadets Course offers aspiring police officers a glimpse at cutting edge use of force training as applied through the use of baton, restraints, and flashlights. Taught in over 100 countries worldwide, Armament Systems and Procedures, known throughout the globe as ASP, has been the industry

standard for decades. Though largely a lecture and demonstration-based class, ASP promises to deliver in an informative and engaging format, where select students on a volunteer basis will have the opportunity to try their hand at techniques taught during the class.

4. TACTICAL EMERGENCY MEDICINE (TEMS)

Dr. Rosing will provide an overview of Tactical Emergency Medicine. Attendees will also have the opportunity to engage in practical demonstrations of the application of Tactical Emergency Medicine.

What's Next? Connecting to Your Future - This breakout session is designed for Cadets and advisors to talk about today's law and public safety careers. Should you go to college? Is the military a good path? Where are the best jobs? What do jobs pay? These questions and so much more will be covered. There is also time for personal advice and guidance.

Dr. Washburn is the Executive Director of LAPSEN (Law and Public Safety

Network). He is a master teacher with extensive experience in leadership,

educational innovation, program development and curriculum design. He

has held leadership positions in education, ministry and non-profit

organizations. He has previously served as a School Resource Offier,

Educational Consultant and College Professor.

MENTOR SEMINARS

1. PUBLIC SAFETY CADETS YOUTH PROTECTION, SAFETY and ABUSE PREVENTION

TRAINING

Every Public Safety Cadet Mentor is required to complete Youth Safety and Abuse Prevention Training. This seminar provides the necessary training to comply with this requirement.

Kenn Roller, Sergeant LASD retired

Sergeant Roller retired in 2019 after 19 years with the Los Angeles County Sheriff’s Department and 13 years with the Compton, California Police Department. He started as an Explorer at 2 different agencies, then became a jailer, dispatcher, park ranger, civilian military Police Officer (USAF), and Reserve Officer at Compton P.D. for 1 year prior to being hired by Compton P.D. At Compton P.D., he served as an FTO, K9 handler and Sergeant. In 2000, Compton P.D. disbanded and was absorbed by the Los Angeles County

Sheriff’s Department. Kenneth became a Sergeant with the Sheriff’s Department working various assignments including; patrol, watch commander, special assignment team, crime impact team (gang

enforcement) and concluding with being put in charge of the county-wide Sheriff’s Explorer program for 5 years, with approximately 650 youth at 20 Patrol stations and 2 Saturday training academies. He re-wrote the

Explorer policy manual, the Academy training manual and created an 8 hour Training Course for advisors. He provided training to all advisors at the Sheriff’s Department annually and to personnel from 84 Law

Enforcement agencies throughout Los Angeles County, the State of California and the Los Angeles County Fire Department Advisors.

Sergeant Roller served as a consultant to the city of Los Angeles’ Inspector General’s office and the Los Angeles Police Department after their 2017 cadet program scandal that got national news coverage and resulted in several felony arrests and hundreds of thousands of dollars in civil payouts. Sergeant Roller was a part-time public high school teacher for 9 years, a summer camp counselor instructor for 5 years and foster parent.

2. PUBLIC SAFETY CADETS RIDE ALONG PROGRAMS

A ride along program is often one of the most attractive and popular activities in which cadets may partake. For this reason, it is imperative that units with a ride along program implement the program in a manner consistent with the Public Safety Cadets Standard Operating procedures.

Be the GOAT! Pro Tips on Working With Youth - This breakout session will help mentors and others working with young people understand the nature of today's youth. In his fourth decade working with youth, Dr. Thomas

Washburn has learned quite a bit that he will share in this session. Tips on how to structure training, how to make content relevant, and how to nurture leadership in youth will all be covered.

Youth programs are a vital part of the future recruiting efforts for Law Enforcement agencies. Growing and building youth programs requires effective strategies to engage youth and sustain the program. Columbus P.D. has a successful Public Safety Cadet program and they will share their “secrets” to success.
